Dr. Yubelky Cepeda is an accomplished surgical services executive with more than 22 years of progressive leadership experience spanning direct perioperative nursing care to system-level executive oversight. Beginning her career as an Operating Room nurse, she has advanced through leadership roles including Nurse Manager, Assistant Nursing Director, Nurse Director, System Director of Surgical Services and most recently, Director of Nursing at New England Pain Center.

Currently serving in executive surgical leadership roles within Massachusetts healthcare systems, Dr. Cepeda has demonstrated exceptional operational acumen, clinical expertise, and strategic vision. She has overseen large multidisciplinary teams of more than 120 staff members, directed complex perioperative departments including OR, PACU, PAT, Endoscopy, CPD, and SDC, and led initiatives that significantly improved operational performance and patient outcomes.

Her leadership achievements include increasing surgical block utilization to over 85% through structured provider engagement; reducing operating room turnover times to under 26.5 minutes through workflow redesign and team efficiency initiatives; collaborating on EMR integration projects focused on nursing documentation and best-practice alignment; improving sterile processing response times through interdisciplinary process redesign; and managing budget oversight, staffing strategies, vendor relationships, and regulatory compliance initiatives.

Dr. Cepeda is recognized for her strong communication skills, bilingual fluency in English and Spanish, and her ability to foster collaborative, high-performing teams. She is deeply committed to patient safety, evidence-based practice, performance improvement, and regulatory excellence, including accreditation readiness and compliance standards.

Her clinical foundation includes extensive experience in perioperative services, orthopedic implant coordination, trauma-level surgical care, oncology and medical-surgical nursing, and advanced technology utilization including pre-surgical templating systems and EMR development.

She holds a Doctor of Nursing Practice from Capella University, a Master of Science in Nursing from Walden University, and a Bachelor of Science in Nursing from Chamberlain College of Nursing. She is certified in BLS, ACLS, and CNOR.
